Outline Foundation Terms of Service

Outline Foundation is an independent nonprofit organization that maintains the Outline open-source software project. These Terms govern your use of:

  • Outline Software
  • Outline Manager
  • The Outline Foundation website
  • Foundation-operated services

By using Outline, you agree to these Terms.

1. Open Source License​

Outline software is licensed under the Apache License, Version 2.0, unless otherwise stated.

Nothing in these Terms limits your rights under the applicable open-source license.

2. Outline Is Not a Centralized VPN Service​

Outline is a software that enables individuals and organizations to operate their own VPN servers.

Outline Foundation:

  • Does not operate VPN servers for users
  • Does not route internet traffic
  • Does not log VPN traffic
  • Does not monitor connections
  • Does not maintain records for user activity

Because Outline Foundation does not operate user servers, it does not have access to content transmitted through the servers.

3. Your Server​

If you use Outline, you are responsible for:

  • Deploying and configuring your server
  • Selecting hosting infrastructure
  • Ensuring compliance with applicable laws and regulations

If you use a third-party cloud hosting provider, your relationship with that provider is governed solely by that provider’s terms and privacy policy.

Outline Foundation has no control over third-party infrastructure and assumes no responsibility for it.

4. Data Practices​

Outline Foundation’s data practices are described in:

  • We collect minimal technical data
  • Optional usage metrics are off by default
  • We do not sell personal information
  • We do not build user profiles

5. Feedback and Community Conduct​

If you submit feedback:

  • You may optionally provide contact information
  • You should avoid including sensitive data

Participation in community spaces must be respectful and lawful.

You are responsible for complying with laws applicable to:

  • VPN operation
  • Telecommunications regulations
  • Content transmitted through your server

Outline Foundation cannot provide legal advice regarding VPN legality in specific jurisdictions.

7. Disclaimer of Warranties​

Outline is provided “AS IS” and “AS AVAILABLE”.

To the fullest extent permitted by law, Outline Foundation disclaims warranties including:

  • Merchantability
  • Fitness for a particular purpose
  • Uninterrupted access

We do not guarantee that Outline will bypass censorship or operate in all jurisdictions.

8. Limitation of Liability​

To the maximum extent permitted by law, Outline Foundation is not liable for:

  • Indirect or consequential damages
  • Loss of data
  • Misconfiguration of your server
  • Actions by third-party hosting providers
  • Government restrictions or interference

Total liability shall not exceed USD $100.

9. Indemnification​

You agree to indemnify Outline Foundation for claims arising from:

  • Your operation of a server
  • Your violation of law
  • Content transmitted through your server

10. Termination​

We may suspend or restrict access to organization-operated services (such as forums or hosted websites) for violation of these Terms.

Termination does not affect rights under the open-source license.

11. Changes to These Terms​

We reserve the right to:

  • Update, modify, or discontinue Services at any time.
  • Update these Terms.

Material changes will be posted on our website with reasonable advance notice.

Continued use after modifications constitutes acceptance of updated Terms. If you do not agree, you must discontinue use of the Services immediately.

12. Governing Law and Dispute Resolution​

These Terms are governed by the laws of Wyoming, USA, without regard to conflict of law principles.

Any dispute, claim, or controversy between you and Outline Foundation shall be resolved through binding arbitration administered by the American Arbitration Association (AAA) under its Commercial Arbitration Rules, except where prohibited by law.

Arbitration will take place in Sheridan, Wyoming, and may be conducted by telephone, video conference, or written submissions as determined by the arbitrator.

You may choose to opt-out within 30 days of accepting these Terms by sending written notice to:

Include your name, email, and a clear statement that you wish to opt out.

Class Action Waiver - Disputes will be handled individually and not as part of a class action or group proceeding.

Limitation Period - You must bring any claim within one (1) year after it arises, unless prohibited by law.

13. General Provisions​

  • Entire Agreement: These Terms constitute the entire agreement between you and the Outline Foundation.
  • Severability: If any provision is found unenforceable, the remaining provisions continue in effect.
  • No Waiver: Failure to enforce any provision does not waive our right to enforce it later.
  • Assignment: You may not assign these Terms; Outline Foundation may assign them without restriction.
